Facility Programming | Work
Facility programming can help organizations bring a new level of certainty to their capital project planning. Gameplan helps clients establish criteria for the design of new or upgraded facilities to ensure they truly and creatively support organizational goals, whether it be to accommodate growth, work smarter, reduce capital costs or devise truly integrated workplace solutions. The goal is to define an optimal set of facilities that can be built on time and on budget. When combined with more broadly based strategic planning, facility programming enhances the opportunity to achieve an optimal balance between investments in facility infrastructure and all other organizational resources.
For clients pursuing design-build leasing solutions, facility programs are frequently integrated with request for proposal or request for quotation specifications to assist in nailing down real costs and preparing contract terms of reference with lease property owner/developers.
We have undertaken facility programs for health care, research, education, administrative and cultural facilities.
Example projects
- New Westminster Community Health Office Facility Program and RFP
- Gameplan led a new round of user group consultations and requirements analyses to update the facility program and RFP for this proposed consolidation of health offices in New Westminster. Following completion of the program and RFP, a test fit was produced for the most promising lease proposal received.
- Mission Community Health Centre & Campus of Care Facility Program
- Building on a collaborative community planning process done by others, this project for Fraser Health employed a process of user group engagement along with detailed facility analysis to produce a general fit program for the two buildings--critical components in an overall community health strategy.
- Fraser Health Centre - Preliminary Facility Programming
- User consultations leading to the preparation of preliminary facility requirements estimates for over 20 program units to support the client in analyzing the cost-benefits of a proposed amalgamation strategy.
- Panorama Community Dialysis Unit, South Surrey
- Using the Tenant Improvement Handbook Gameplan authored in 2007, this RFQ and detailed facility requirements document was developed for Fraser Health to use in securing a design-build deal for this needed dialysis facility in South Surrey. Users were extensively consulted to prepare the requirements portion of the document which was used to direct the successful proponent in developing the design.

- Also using the Tenant Improvement Handbook previously authored by us in 2007, Gameplan led extensive user consultation processes to prepare several Facility Program/RFP documents in order to secure design-build lease space for the following community health offices:
- An integrated Tri-Cities Community Program office to include Home Health, Public Health, Mental Health, Development Disabilities, a Day Program for Older Adults and two clinics.
- An integrated Community Program office in New Westminster to include Home Health, Public Health and Health Protection offices.
- Transcription Services, New Westminster.
- An integrated Community Program office for Home Health and Public Health offices for South Delta.
- New Canadian Clinic, Burnaby.
- System Analysis & Performance Improvement Division Offices, New Westminster.
- Fraser Health Chronic Care Facility Requirements Programs
- General fit facility requirements programs and test fit layouts were prepared for and during user gaming sessions to plan for locating proposed Chronic Care facilities in available leases in both White Rock/South Surrey and New Westminster.
- Provincial Government Product Distribution Branch Warehouse Continuity Plan
- Working with key managers, Gameplan developed facility requirements and relocation plans to relocate and ensure continuity of this essential service during anticipated flooding of the Fraser River during spring runoff in 2007.
- Fraser Health Tenant Improvement Handbook
- This TI template was produced to meet 3 key objectives for Fraser Health: to provide direction to proponents responding to design-build RFPs or RFQs, to facilitate a consistent, high quality approach to generating facility program requirements including technical standards and to support in-house personnel who planned to generate requirements for smaller projects over time.
- Whistler Municipal Hall Rejuvenation Facility Program
- Phase 1: With input from across the staff spectrum, Gameplan produced this expansion and retrofit facility program to support the municipality in meeting its Whistler 2020 Strategy. The program addressed corporate realignments and functions, growth of staff services and included the key objective of a new council chamber that could also support a wide range of community functions and serve as an emergency operations centre for the resort municipality.
- Phase 2: Functional layout testing for the Rejuvenation Program.
- Community Living Services Provincial Assessment Centre Facility Program
- A general fit program was developed with this client for a centre to provide multi-disciplinary assessments, diagnosis, medication reviews and recommenations for individuals who have a developmental disability and one other emotional or behavioural diagnosis. Full living services are provided for stays of up to 90 days for 10 - 12 clients.
- Fraser Health Small Community Health Office Facility Programs
- Site investigations and requirements analysis to develop general fit facility programs for two sites: Marshall Road Abbotsford Health Prevention Office and Surrey Ridge Medical Health Offices.
